Community Tourism Matters

Community tourism matters because it ensures the money you spend actually stays in the place you’re visiting. Instead of tourism revenue flowing straight to large resorts and foreign operators, community-based tourism channels it directly to local entrepreneurs—the fishermen, farmers, artisans, and guides who call that place home.

For Saint Lucia specifically, this approach is being treated as a strategic priority. The island has approved 35 community tourism projects valued at over $5 million, and the model has shown measurable results: community products mentored under one initiative saw revenue increases of over 20% within two years. It’s not charity—it’s economic development that works.

The bigger picture is about resilience. When communities have ownership over their tourism product, they’re less vulnerable to the boom-and-bust cycles that plague resort-dependent economies. It also preserves culture and heritage that would otherwise be commodified or erased by mass tourism.

For travelers, it means something simpler: authentic experiences that you can’t get anywhere else.

Community Tourism Agency (CTA)

Saint Lucia’s Community Tourism Development Act establishes the Agency to identify community tourism products, provide training and capacity building, facilitate investment linkages, and issue partnership agreements with tax relief eligibility.

The CTA is launching a booking platform for agents to connect clients with authentic experiences and earn commission, which could feature the heritage center

Taiwan ICDF

Taiwan’s International Cooperation and Development Fund has been implementing a Community Business Revitalization Project in Saint Lucia since 2023, now expanded to three communities including Babonneau. The project promotes community-based tourism, provides digital marketing support, and has helped local products achieve revenue increases of over 20% .

CARICOM Development Fund

The CDF’s Saint Lucia Village Tourism Initiative II includes Micoud District in Phase II . The project includes physical upgrades to tourism assets and a US$2.7 million line of credit for SMEs.

How to Structure Partnerships

The Community Tourism Development Act provides a formal process: submitting a proposal for a partnership agreement, evaluation by the Board, and potential approval leading to tax relief and an Operating Manual . Partnership businesses can receive training, business development support, and access to investment opportunities
